It is hoped that the agricultural departments of the province will earnestly implement the decisions and deployments of the central and provincial party committees in the new year, firmly grasp the keynote of the work of "seeking advancement at a high level and speeding up development", firmly establish the concept of market economy, and use industrialization methods and market competition mechanisms to work hard. Promote the development of modern agriculture and form a development pattern of "large bases, large markets, large brands, and large industries". It is necessary to vigorously implement the plan of "recreating a Chengdu plain", accelerate the continuous development of agricultural industries, actively promote modern agricultural technology, and build a number of high-standard modern agricultural industrial bases. It is necessary to actively develop the agricultural product market, expand and strengthen leading enterprises and specialized cooperative organizations, and improve the level of agricultural industrialization management. Efforts should be made to create four series of regional brands in the Sichuan-Tibet Plateau, Daliang Mountain, Chengdu Plain, Central Sichuan Hilly Area, and Daba Mountain Area, and form a group of high-quality and characteristic agricultural products brands that are well-known throughout the country. It is necessary to speed up the implementation of the 10 billion catties increase in grain production capacity construction project, vigorously develop characteristic and benefit agriculture, and promote agricultural efficiency and farmers' income.

During the "Twelfth Five-Year Plan" period, our province will take the transformation of agricultural development mode as the main line of work, ensure the basic balance of food supply and demand as the primary task, and promote the sustained and rapid increase of farmers' income as the core goal. By 2015, the province’s grain area will stabilize at more than 100 million mu, and the grain production capacity will reach 83 billion catties. Oil crops have developed steadily, and the overall strength of the eight major industries including potato and tea ranks among the top three in the country; newly built 10 million mu of high-standard farmland, the total power of agricultural machinery reaches 44 million kilowatts, and the comprehensive mechanization level of main crops cultivation and harvesting reaches 50%; the contribution rate of agricultural science and technology Increase by 3 percentage points; the popularization rate of biogas suitable for farmers reaches 75%.

　　As the first year of the "Twelfth Five-Year Plan", this year our province will strive to maintain stable development of grain production, vigorously implement modern agriculture demonstration projects of 100 billion yuan, start the construction of 10 million mu of high-standard farmland projects, and pay close attention to the quality and safety supervision of agricultural products. Strive to increase grain output by more than 500 million catties this year; build 300 modern agricultural demonstration areas with 10,000 mu and 2 million mu of high-standard farmland; agriculture will increase farmers’ income per capita by more than 60 yuan; the province’s total power of agricultural machinery will increase by 8%, and the main crops will be integrated. Increase the level of mechanization by 5 percentage points; strive to ensure that no major agricultural product safety accidents occur.
